Harrison Kinnane Smith’s ‘Qualified Opportunity’ exposes the financial architectures reshaping South Los Angeles.

What happens when the language of “opportunity” becomes a mechanism for remaking a neighbourhood? In ‘Qualified Opportunity’, Los Angeles artist Harrison Kinnane Smith turns his attention to West Adams, tracing the intersection of property, finance, racial history and urban transformation in one of South Los Angeles’ most contested landscapes.
Commissioned by Los Angeles Nomadic Division (LAND), the project examines the federal Qualified Opportunity Zone programme and its influence on real estate ownership and use in West Adams. At its centre is Smith’s new publication, Qualified Opportunity: Fundrise Commercial Investments in West Adams, Los Angeles (2017-2026), which combines photography with real estate data to document commercial properties acquired by private equity investment platform Fundrise along the Jefferson Boulevard corridor.
The project situates these contemporary financial structures against a longer history of displacement. West Adams was home to Sugar Hill, a prosperous Black community central to a landmark challenge against racially restrictive housing covenants, before parts of the neighbourhood were demolished for freeway construction.
Accompanied by conversations, a walking tour and a lecture, ‘Qualified Opportunity’ asks an urgent question: beneath the promises of investment and renewal, who ultimately gets to own, inhabit and shape the city?
This exhibition will be on view in Los Angeles from August to October 2026.
